Creating a National Energy Efficiency Mechanism
In December 2009, the Australian Alliance to Save Energy (A²SE) held events in Melbourne and Sydney that brought together over 75 stakeholders from a range of sectors. During the events, workshops and discussions took place about the design of an ‘Energy Efficiency Mechanism’ to scale up implementation of energy efficiency in Australia. These discussions were in response to recent CPRS legislation amendments that foreshadowed the creation of an Energy Efficiency Mechanism in 2010 by a new Prime Minister’s Energy Efficiency Task Group. Results from these A²SE events aim to inform this Task Group’s early deliberations on what an Energy Efficiency Mechanism might look like.

A number of potential economy-wide mechanisms were canvassed, including obligation/tradeable certificate schemes, models for explicitly including energy efficiency in energy infrastructure investment processes, and the direct purchase of abatement by Governments.
